The epic floods in Pakistan and wicked heat in Russia are the hallmark of silent weapons. In the world of weather warfare, global warming and climate change related disasters are the convenient cover for these methods of combat. Will politicians be allowed to bankroll from these hi-tech weather weapons in the form of cap and trade schemes?
